In 1975 the commission of the European Communities embarked on a programme  based on Article 95 of the treaty of Rome to harmonise technical specifications. This included establishing a set of harmonised technical rules for the design of construction works, these became the Eurocodes.

 

The pre-standard version of Traffic loads on bridges is contained in ENV 1991-3 and was issued with the National Application Document (NAD) for the development by the British Standards Institute.
